Can be transferred with the new eforms (for the suppressor): IN STATE: If within PA, individual to individual direct transfer can occur. I will fill out the form 4, which you will remotely certify via zoom/teams/etc. You MUST have a passport photo and electronic fingerprints ready to go. After approval, I will either mail the can to you or meet if close enough for direct handoff. There is no FFL required in this transfer and I will maintain possession until the ATF approves the transfer. OUT OF STATE; If out of state, it must first transfer to your FFL (after approval, first wait), then they must transfer to you (second wait). SO THERE ARE TWO WAIT PERIODS. I’m going to spell this out for everyone as crystal clear as I can. YOU MUST ASK YOUR FFL IF THEY WILL ACCEPT A FORM 4 FROM AN INDIVIDUAL. Typically, used cans across state lines are transferred to an IN-STATE FFL, approved, then form 3’d to the buyers FFL, then form 4’d to the buyer, then after approval you receive the can. THE IN-STATE TO SOT TRANSFER IS NOT REQUIRED. You must ask your FFL if they will accept a direct form 4 from a seller out of state. Secondly, ASK WHAT YOUR NFA TRANSFER FEE IS. It might be $25, it might be $50, it could be $200. That will be additional you have to pay beyond the suppressor cost. It may or may not make it worth it for you. If you do not have fingerprints/passport photo, or this is your first NFA transfer, I am sorry but you are disqualified.
